Eng. Ahmed Rabie Saleh began his academic journey by graduating in 2002 from the Faculty of Engineering at Tanta University. He then launched his professional career in Egypt, working at the Urban Studies Institute affiliated with the Ministry of Housing. During this period, Eng. Ahmed Rabie Saleh contributed to the preparation of urban and economic planning studies in collaboration with international entities such as the United Nations Human Settlements Programme (UN-HABITAT), supporting urban development plans and efforts to combat urban poverty.

In 2008, Eng. Ahmed Rabie Saleh moved to the Kingdom of Saudi Arabia, where he worked with the Riyadh Municipality and participated in major government projects. This experience provided Eng. Ahmed Rabie Saleh with deep insight into the governmental project environment and implementation mechanisms in accordance with the highest regulatory standards.

As his career progressed, Eng. Ahmed Rabie Saleh worked with leading contracting companies, contributing to the pricing and cost management of large-scale projects, including urban, hospitality, and sovereign developments. He later assumed leadership roles at Zuhair Fayez & Partners, where Eng. Ahmed Rabie Saleh led the cost management of strategic projects in the airport and infrastructure sectors, while also developing advanced databases and systems for cost control.

The Importance of Cost Management in Mega Projects

In this context, Eng. Ahmed Rabie Saleh emphasizes that cost management is a cornerstone of project success, particularly for government and mega projects. It plays a direct role in achieving financial discipline, preventing waste, and ensuring the optimal utilization of resources.

Eng. Ahmed Rabie Saleh highlights that government projects, in particular, require precise cost management systems due to the scale of investments involved and their direct impact on the national economy. He explains that applying modern methodologies such as financial forecasting and Earned Value Management (EVM) significantly enhances execution efficiency and maximizes returns.

He further notes that the absence of professional cost management can lead to budget overruns and project delays, making cost experts a critical factor in the success of large-scale developments.

In recent years, Eng. Ahmed Rabie Saleh has continued to achieve notable accomplishments through his leadership role in projects backed by the Public Investment Fund (PIF), including “The Line,” part of the NEOM master plan. In this capacity, Eng. Ahmed Rabie Saleh has been responsible for strategic cost management and financial governance, while also developing advanced digital systems to ensure the accuracy of financial reporting and the efficiency of cash flows.

Currently, Eng. Ahmed Rabie Saleh holds the position of Senior Cost Manager, where he leads the project’s financial control framework and supports strategic decision-making through accurate reporting and advanced analytics.

Eng. Ahmed Rabie Saleh has also obtained several prestigious professional certifications, most notably PMP and Certified Cost Professional (CCP). He is currently pursuing international accreditation from the Royal Institution of Chartered Surveyors (RICS), reflecting his commitment to the highest global professional standards.

In addition, Eng. Ahmed Rabie Saleh has authored a valuable research paper titled “Managing Challenges in Controlling Budgets for Fixed-Cost Projects,” which was approved by AACE International in the United States as part of the requirements for obtaining the CCP certification.
